环境搭建：

1.创建maven工程（选择web app）

2.添加pom依赖

4.web.xml文件的配置

5.在源码包下建立indexAction.java

return "welcome";//即访问welcome.jsp,换成别的名称会报404（找不到资源，因为没有此jsp文件）

6.运行工程时 访问的是index.jsp

在此地址后加入index.action时访问的是welcome.jsp
