Is there a difference in database ordering between the cloud and the ground?

When I was dealing with database ordering before, I published an article "sorting and filtering problems in Chinese characters", which had one of the highest click-through rates of all my articles, which surprised me a little. Recently, a friend asked about the ordering of Azure SQL Database, so I wanted to explain the situation.

First, when we set up a database on SQL Server, the ordering you set up when you set up a database will not only affect the sorting and matching of data, but also affect the database objects when they are set up. So if your database is set to be case sensitive when you create it, you will also be case sensitive when you create tables and fields. I want to explain in this paragraph, should have used SQL Server, will be very aware of such a situation. But is it the same today when we use Azure SQL Database?

The following is how I set up an Azure SQL Database on Azure Portal. From the figure below, we can see that we can specify a desired ordering when setting up. I‘m going to make this case sensitive.
