解决方法

1. 启动Developer Command Prompt for VS 2017
2. 执行命令CD
C:\Program Files\Microsoft Visual Studio\2017\Community\Common7\IDE\PublicAssemblies
   
   • 备注：默认的安装地址就是这里，如果不一样请自行修改路径。
3. 执行命令gacutil -i Microsoft.VisualStudio.Shell.Interop.11.0.dll

4. 执行完成之后，你将会看到

   Microsoft (R) .NET Global Assembly Cache Utility.  Version 4.0.30319.0
   Copyright (c) Microsoft Corporation.  All rights reserved.
   
   Assembly successfully added to the cache

5. 之后，重启Visual Studio就可以加载引用了。
